Latest Updated 09/10/2023: Notice released to the Chancellor, Jharkhand State Joint Entrance Examination Board (JCECEB), Jharkhand Government and Vinod Bihari Mahato Koylanchal University on the provision of admission of only Jharkhand locals and those who have passed graduation from Jharkhand on 85 percent seats in the state's B.Ed colleges.
State government seeks reply from JCECEB and Koylanchal University by 15th December
The High Court has asked to answer. The court of Chief Justice Sanjay Kumar Mishra and Justice Anand Sen gave this direction while hearing the petition of Association All Minority Training College. The next hearing of this case will be on 15 December.

It has been said in the petition that under the Jharkhand University Act, the Chancellor has the right to determine the examination, enrollment, curriculum, fees of the universities. But the rules made for enrollment in B.Ed colleges cannot be considered constitutional. A provision has been made to take nomination for 85 percent seats in B.Ed colleges of the state from those people who are local residents of Jharkhand state and who have obtained bachelor's degree from the college of the state.
Senior advocate A Allam, appearing on behalf of the applicant, told the court that this provision is unconstitutional. 85 percent seats cannot be reserved in any institute. This cannot be implemented especially in minority institutions. The Supreme Court has said in several decisions that admission to 50 percent seats in minority institutions will be done on the basis of religion and language. After the hearing, the court issued notice to all the defendants including the Chancellor and directed them to file their reply.
