Latest Updated 29/03/2023: The Bihar government will soon reinstate librarians on a large scale. These restorations will be done from newly upgraded higher secondary schools (plus two) to colleges and universities.


Education Minister Prof. Chandrasekhar gave this information in the Vidhan Sabha during the Question Hour on Tuesday. Khajauli and BJP MLA Arun Shankar Prasad of Madhubani district had raised the question of non-reinstatement of librarians in high schools to colleges and universities for 14 years. Said, more than 20 thousand posts are vacant. 50 thousand candidates are waiting to be appointed. On this, Education Minister Prof. Chandrasekhar said that rules and regulations will be made for the appointment of librarians in the Raj Bhavan. The Education Department has requested the Raj Bhavan Secretariat to frame the Statutes in the light of the UGC guidelines. 

Librarians will be appointed in universities and colleges as soon as the statute is made. At the same time, under the new phase of teacher appointment, the planning of librarians will be completed in the newly upgraded higher secondary schools of the state. He admitted that the recruitment for the post of 2789 librarians in secondary schools started in 2008 and was completed in 2019. Delayed due to court litigations. Also, only 893 librarians are currently appointed against about 2800 posts.

If the toilets are not clean in the schools, the headmaster will measure

On the question of BJP's Prem Kumar (Janak Singh authorized), the Education Minister said that toilets will be constructed in the remaining schools of the state in the financial year 2023-24. Funds have been provided for the maintenance of toilets on the basis of student numbers. It ranges from 10 thousand to one lakh rupees. On the complement of BJP's Nandkishore Yadav, he said that Sarva Shiksha Abhiyan is being affected due to non-cooperation of the Centre. In the current financial year, 18 thousand 176 crore rupees were spent on this scheme. In this, the center has to pay Rs 10 thousand 905 crore. But, so far only one thousand 855 crore rupees have been received. He told that a letter has been written to the DEO for the construction and maintenance of toilets. The headmaster is responsible for the cleanliness of the toilets. If the system is found to be poor, action will be taken against the headmaster there.

Vis President Awadh Vihari Chaudhary instructed the Education Minister that the government should consider taking the UG and PG examinations of the students of Gopalganj and Siwan affiliated to JP University in Chhapra.
