Justice Rajesh Kumar's court has stayed the promotion and sought a reply from the government. The next hearing of the case will be after six weeks.
Vishal Pratap Dev and others have filed a petition in the case. During the hearing, the advocate of the applicants, Saurabh Shekhar, told the court that the government is promoting primary teachers from grade four to grade seven, but the trained graduate teachers who are directly recruited in it have been removed from the list, while according to the Promotion Rules 1993, teachers will have to complete five years for promotion to grade seven.
The state government had formed a committee when there was a dispute. Earlier, the state government had formed a committee when there was a dispute. The committee proposed amendment in the rules to give the benefit of promotion to teachers. It has been said that for promotion to grade seven, the qualification of teachers with direct recruitment should be 10 years. While the qualification of teachers reaching grade four through promotion has been relaxed. The teachers who got direct recruitment were appointed in the year 2015. While other teachers were promoted to grade four in 2017. In such a situation, they are junior to the teachers with direct recruitment. But, the government is promoting teachers to grade seven in many districts without amending the rules. Direct recruitment teachers have been removed from the promotion list. Whereas earlier the court had directed the government to work as per the rules.
But the court's order is not being followed. On this the court put a stop to the entire promotion process.
