Threat on service security of 63000 UP Teachers latest news update 2023


62 thousand teachers and 1505 principals of the state will be affected


Latest Updated 19/08/2023: The service security of the teachers & pricipals of 4512 aided secondary schools in the UP is currently under threat. The principals & teachers of these schools are selected through the Uttar Pradesh Secondary Education Service Selection Board but the employers are the managers.


Section-21 of the Selection Board Act-1982 gives that before taking any action or punishing Principal or teacher, manager takes approval from the Selection Board. However, this provision is not there in the UP Education Service Selection Commission Bill passed by the Assembly on 9 August. According to Section-16 of this Bill, now the service conditions & security of teachers of Aided Colleges will be governed as per Chapter-3 of the Regulations of the Intermediate Education Act-1921. In such a condition, there is a possibility that now the harassment of teachers at the hands of the managers will increase even more.

There will be no any system of ad-hoc promotion on the post of Principal


In the new system, there will be no any system of ad-hoc promotion on the post of Principal. That is, in future, on the retirement of the regular Principal, the senior-most teacher will do work of the Principal, but he will not get the salary of Principal.


Section-18 of selection board has also been removed in the bill of the new commission. Under which there was a system of ad hoc promotion to the post of  the Principal.


Secretary instructed to follow the order


The Allahabad High Court has directed Pratap Singh Baghel, Secretary, Basic Education Council, Prayagraj to follow the order of the court and file an affidavit or be present. The court has given one month's time to the secretary to comply with the order and file an affidavit.


This order has been given by Justice Rohit Ranjan Aggarwal after listening to advocate MA Siddiqui on Chetna Sahni's second contempt petition. The court had ordered the secretary to consider the transfer of the assistant teacher petitioner from Sitapur to Lucknow. On the contempt petition filed for non-compliance, the court had given time to comply with the order. Despite this, the order was not followed, then again this contempt petition has been filed. The court said that prima facie the secretary has disobeyed the order of the court.
