CBI investigation intensified in cases related to minority institutions
Latest Updated 30/08/2023: CBI has registered FIR in minority scholarship scam in many states including Uttar Pradesh. CBI officials said on Tuesday that a case has been registered against the bank, institutions and other unknown people in this matter. They have been charged with criminal conspiracy, forgery, forgery, conspiracy, corruption.
The CBI has also stated in the FIR that fake papers were prepared to execute the forgery which looked completely like the original papers. The CBI has registered cases against unknown as 830 people associated with the institute from 18 states.

According to preliminary investigation, 830 bogus institutes have taken advantage of this scheme wrongly, costing crores to the ministry. Due to this, the Ministry of Minority Affairs has suffered a loss of 144 crores between 2017 and 2022. The ministry suspected 1572 institutions in 21 states. These were evaluated, in which it was found that 830 institutions are bogus or not operating or running against the rules in a half-baked form.

Ministry started investigation on the complaint When the Ministry got information about scam and forgery in scholarship, it started investigation of scholarship scheme through National Council of Applied Economic Research (NCAER). Apart from this, the Ministry also conducted an investigation through the National Scholarship Portal (NSP), and such institutions were identified which were involved in fraud. Schools and institutions identified by the ministry are also part of the FIR.
The ministry found in the investigation that maximum irregularities have happened in schools and educational institutions. Such institutions came to the fore, which were not even running, but were taking scholarship amount in a wrong way. Most cheating was found in the schools of West Bengal. There were many educational institutions where there were no minority children but the benefits of the scheme were being availed in a fraudulent manner.
Complaint mentions collusion of officers
In a complaint to the CBI on July 10, 2023, the Ministry of Minority Affairs had said that all this is not possible without the connivance of institutions, beneficiaries, banks, nodal and bank officials. According to the ministry, in the names of students of Muslim, Christian, Sikh, Jain, Buddhist and Zoroastrian religions, maximum forgery has taken place in 18 states. 1.80 lakh institutions across the country were taking benefit of this scheme. In the last five years till the year 2021-22, 65 lakh students had taken advantage of the scheme annually.
