Latest Updated 06/07/2023: The University Grants Commission (UGC) has abolished the requirement of PhD for direct recruitment to the post of Assistant Professor. Under the new rules that came into effect from July, candidates who pass the National Eligibility Test (NET), State Eligibility Test (SET) and State Level Eligibility Test (SELT) will be able to become assistant professors.


Few years back UGC made PhD mandatory for Assistant Professor but even after this change it will not make much difference.

In the recruitment process, when the academic score is prepared, more marks are given to PhD candidates and less to non-PhD candidates. In such a situation, it is difficult to appoint a non-PhD holder in the presence of a PhD candidate. Where PhD candidates are not available, it will definitely be an advantage.

Provision applicable from 1 July, UGC Chairman M Jagadish Kumar said in a tweet, PhD will remain an optional eligibility for appointment to the post of Assistant Professor. NET, SET & SELT will be minimum criteria for the direct recruitment to the post of Assistant Professor (AP) in all higher educational institutions. He said that the new provisions have been implemented from 1 July.



Notification released 


UGC has also released notification in this regard. Through the notification, the rules for recruitment to the post of Assistant Professor have been changed. According to this, NET/SET/SLET has been made mandatory for direct recruitment of Assistant Professors ie Assistant Professors in higher education institutions by making them the minimum qualification criteria. This regulation will be called the University Grants Commission (Minimum Eligibility for Appointment of Teachers and Other Academic Personnel in Universities and Colleges and Other Steps to Maintain Standards in Higher Education) Second Amendment Regulation 2023.


Appointment criteria were fixed in 2018


In the year 2018, the UGC had fixed the criteria for appointment to entry-level positions in universities and colleges, in which PhD was mandatory for assistant professors. Then students were given three years to complete PhD and all universities and colleges were asked to start the process of recruitment from the academic session 2021-22. Due to the Corona epidemic, the date of implementation of PhD as minimum qualification for recruitment as assistant professors in universities in 2021 was extended from July 2021 to July 2023 but now the rules have been changed.
