Approval of new teacher reinstatement rules from state cabinet, government commission will decide

Latest Updated 11/04/2023: In Bihar, teachers from 1st to 12th class will now be recruited through the Commission. For this, the commission will held examination. Any applicant will be able to appear in the examination maximum 3 times. Which commission will get the responsibility of conducting the exam, the state govt will decide later. It may be known that since 2006, teachers were being recruited in the state through gram panchayats & municipal bodies. After the 17 years, a major change has been made in it.


The Bihar School Teacher (Recruitment, Transfer, Disciplinary Action & Service Conditions) Rules, 2023 were approved in the cabinet meeting chaired by CM Nitish Kumar on Monday. Soon after this, the education department has also released its notification. It has been clarified in the new rules that only those who have passed CTET & BTET (Teacher Eligibility Test) will be able to appear in the examination organized by the commission. Also, only Bihar's permanent residents will be able to apply. Pre-employed teachers will also be able to appear in this exam if they choice. For this, they will get maximum age relaxation of Ten years.

The new recruitment rules have come into effect from Monday itself. Teachers recruited through the commission will be called employees of the state govt. It may be known that till now teachers were recruited through Gram Panchayat & Municipal bodies. It has also been clarified in the rules that it will not be compulsory for teachers recruited & working before the year 2012, who pass the efficiency test, to pass the teacher eligibility test. 


50% reservation for women


Age limit for eligibility


The minimum age of applicants for primary & middle schools will be 18 years on 1 August and the minimum age for secondary & higher secondary schools will be 21 years. Category wise maximum age limit will be the same as decided by the govt from time to time. Trained applicants who have passed the eligibility test in the past will have a relaxation of up to 10 years in the first treatment of recruitment, but the state govt will take a separate decision to relax the maximum age limit for teachers recruited and working under Panchayati Raj Institutions & Municipal Bodies. .


Now 10000 crores for Bihar Contingency Fund


The permanent work (fund) of the Bihar Contingency Fund, which was 350 crores, has been temporarily increased to 10000 crores till 30 March 2024 in the financial year 2023-24. Half of this item is spent in disaster management & relief.


Like before, in this rule also, women will get 50% reservation in the recruitment of teachers of classes I to VIII. Apart from this, the provisions of reservation implemented through the General Administration Department will also be applicable in this. Under this, women will get 35% reservation from 9th to 12th. Now, there will be district teacher's cadre, but inter-district transfer of teachers will also be possible.
