According to the case, Haridwar resident Priyanshu Tyagi has filed a public interest litigation saying that in 2020, a release was issued for 423 posts for class IV in district cooperative banks of the state. In this, many irregularities came to the fore during the recruitment process. The petitioner says that the relatives of officers and politicians were selected in the recruitment process. Along with this, they were recruited by taking huge amount from many candidates.

Jwalapur (Haridwar) MLA Suresh Rathore complained about this to the Chief Minister, but no action was taken. After the news of irregularities was published in the newspapers, on the instructions of the Chief Secretary, the Secretary Cooperative stopped this recruitment process in Haridwar, but the District Co-operative Banks of Nainital, Almora, Dehradun and Pithoragarh did the recruitment despite this ban. The petitioner has also appealed to the High Court to get the entire matter investigated by the CBI.
