Students are upset due to the Uttar Pradesh Public Service Commission's Combined State / Upper Subordinate Services General Selection (PCS) 2021 and High Court Higher Judicial Service (HJS) 2020 main examination being held on the same date. There are thousands of candidates who have been selected in the preliminary examination of both the recruitments and have applied for the mains. PCS-2021 Mains is proposed on 23rd, 24th, 25th and 27th March while HJS Mains is to be held on 25th, 26th and 27th March.
In such a situation, there is confusion in front of the successful candidates for both the exams. Anurag Pandey, a member of the State Bar Council of Uttar Pradesh, has written a letter to the Chief Justice of the High Court requesting him to consider conducting the HJS exam on other dates after 27. He says that the Public Service Commission had declared the dates of PCS 2021 Mains on 10 January 2022 itself. Whereas the High Court released the exam schedule for HJS on 2 March 2022. An e-mail has been sent to the Registrar Listing for urgent hearing on the Public Interest Litigation filed in September 2021 against the advertisement of the High Court Review Officer and Assistant Review Officer Examination. According to the petitioner advocate Somnath Bhattacharya, his petition, pending for six months, was taken up for hearing many times but till now the preliminary hearing has not been held. According to petitioner Somnath Bhattacharya, this public interest litigation against the advertisement of the review officer and assistant review officer examination of the High Court is regarding non-implementation of EWS reservation for the posts. Chapter 3 (reservation) of the advertisement has been challenged in the petition. It has been said that the advertisement has been issued ignoring the Uttar Pradesh Public Service (EWS Reservation) Act 10/2020 in full measure. Whereas in compliance of this it was necessary to amend the Allahabad High Court Officers and Employees (Service and Conduct) Rules, 1976. The advertisement was to be issued only after its amendment but it has not been done.
Failure to do so is against the constitutional rights of the contestants with EWS quota. According to Somnath, the examination was conducted while pending this PIL and its result has also been declared.
