Latest Updated 02/02/2024: A committee has been formed under the chairmanship of Additional Chief Secretary of the Education Department, KK Pathak, regarding the competency test of employed teachers. This committee has been formed to consider the employed teachers who do not pass or do not appear in the competency examination even after appearing thrice. This committee will give its recommendation to the state government within a week. The department has issued the order for formation of the committee on Thursday.

In this committee, Chairman of Bihar School Examination Committee, Director of Primary Education, Director of State Education, Research and Training Council and Director of Secondary Education have been kept as members. It is known that there is a provision in Bihar School Special Teacher Rules, 2023 that teachers who do not pass the competency test even after getting three chances, or do not appear in it, will be considered separately. It is in this context that this committee has been formed. Competency test is being conducted to give the status of state employee to more than three and a half lakh employed teachers of the state. For this, on 26 December 2023, the state cabinet had approved the Bihar School Special Teacher Rules 2023. Under this, the teachers employed will take the competency test & contribute to the allotted school. Along with his contribution, he will be called a special teacher. With this, they will start getting the pay scale & other benefits as per the teachers reinstated by Bihar Public Service Commission.


Option of three districts will be sought


The posts of special teachers have been made transferable. Initially, at the time of appearing in the competency test, teachers will be asked to choose three districts where they want to serve. On the basis of their merit rank in the competency test, they will be posted in the district of their choice. Special teachers will normally be transferred under the district by the District Education Officer keeping in mind the commitments under the Right to Education Act, student-teacher ratio or public interest.
