Latest Updated 02/05/2023: The High Court on Monday heard the PIL filed against the backdoor recruitments in the Assembly Secretariat. The court has asked the government to submit its reply in the matter in four weeks. The case was heard in the division bench of Chief Justice Vipin Sanghi and Justice Rakesh Thapliyal. The date of 30 June has been fixed for the next hearing.


According to the case, Dehradun resident Abhinav Thapar, a social worker, has filed a public interest litigation against backdoor recruitment, corruption and irregularities in the state assembly secretariat. It has been said in the petition that the Vidhan Sabha formed an inquiry committee and canceled the recruitments made in the Secretariat after 2016, while the appointments before that were not cancelled. This irregularity in the Vidhansabha Secretariat has been happening since the formation of the state till recently. The government has ignored this.

In the petition, the court has been requested to conduct an inquiry under the supervision of the sitting judge of the High Court against the powerful people who employed corruption in the Assembly Secretariat. Along with this, government money should be recovered from the people involved. 

During the hearing, the petitioner's advocate told that the government has violated the 2003 GO. In which there is a provision for equal rights and recruitment in government jobs to every eligible citizen under Article 14, 16 and 187 of the Constitution by banning ad hoc appointments. It has been said in the petition that the government has also violated the Service Rules of 1974 of the UP Legislative Assembly and the 2011 Rules of the Uttarakhand Legislative Assembly.
